That's because the probes went under the clouds and onto the surface before quickly melting. HAVOC would remain above the clouds where it's believed to be habitual by humans - humans could take their pressure suits off above the clouds and adequately live (though not too sure about this, and it would be pretty hot too but far less hot than the surface).
