Idg why artists do it for Lead Singles period. Like, the major ones -- Katy, Rih, Bey, Gaga, etc will always have the radio release and deal lined up the day it drops.
What exactly is the point of trying to throw the single to fend for weeks on it's own without radio support, and risking it being dead by the time adds roll & then flopping at radio.

Well, think about all the alternative, hip hop, dance, country and R&B acts who have to wait 6+ months, sometimes over a YEAR to get their songs sent for adds.
I think in 99% of cases the labels want to let the songs build momentum for a bit, see what the reception is, etc. If the song already has some success behind it when it's sent for adds it's more likely to do well on pop radio, whilst if they send it straight away it might not get very many adds.
In the 1% of the cases (i.e. Rihanna, Katy Perry, etc.), they're pop radio staples and can safely send their songs there straight away.
