No. Womanizer was released to radio on September 26th and itunes on October 7th (Along with the video which was released worldwide on October 10th). Circus was not released for adds till I believe December 23rd and the song was available digitally when the album was released and everyone went on a Circus download frenzy pushing it to #1 in less than 24 hours like Womanizer did. Circus did not chart till the week after the album was release on Dec. 2nd. So no Womanizer and Circus weren't released at the same time. They had at the least 2 months separating the time between the releases.

It's only a coincidence they both are popular at the same time. Womanizer was released in September, while Circus is December. There was enough time for Womanizer to peak and fall by then, but that's not what ended up happening. The label never expected that at all. Beyonce on the other hand is releasing single less than one month of each other. There's no time at all for a song to peak and fall in two-four weeks.
