Thats really a tough question, a lot of the past top pop girls are now kinda seen as the queens of different genres, even if they were super "pop" at the time... I'd probably go with
Diana Ross
Debbie Harry (representing the stereotype for the Blonde "It" girl, could easily be interchanged with Marilyn (didn't include her because she wasn't really a "full time" pop girl) or even Madge)
Stevie Nicks (Poppy singer-songwriter, not sure if she totally fits in here, even though she had mass pop appeal)
Cher/Barbara/Judy Garland? (Solo artist, big gay fan base, good voice...)
