If Beyonce had released her album earlier last year she would have won it last year instead of Pink. Beyonce didn't really have any success with singles from her last album either. Drunk In Love did OK, but only went 1 Plat in the US. No other single went Plat from the album.
Billboard is all about the charts and the sales in the US. Beyonce (album) did very well but it's numbers get crushed by Taylor's 1989. Shake It Off already sold 2.2 million and currently no 1 on US iTunes. No single from Beyonce is going to match that and it is only Taylor's 1st single from 1989.

This argument is invalid. You can't give it to Taylor because she
will release a new album. Why not wait until next year and give it to her?
The 2M singles Shake If Off sold translate to 200K in TEA which is less than a third of what BEYONCÉ sold this year. And I'm guessing the tracking period is October to October so BEY should be at 4M in TEA.
This is like giving it to Gaga last year because her album was anticipated and expected to be huge.
