Artists have to pay for all the technical **** regarding their performance, and they have to hire the crew, etc.
This time is the time that the NFL is arguing that the promo spot can aid an artist in selling tour tickets, get additional endorsements, etc. so they're saying that the artist should give them a small cut of all of their earnings (like a 360 deal).
tbh Beyonce is the reason that's the case, she did so well in 2013 and it all started with that Super Bowl performance...
