Oops!...I Did It Again. It was top 5 hit in every country where it charted except US (no physical release ).
Also #1 in 16 countries. And sold 600k in US (digitally).
Bye Bye Bye was #1 in 3 countries and only outpeaked OIDIA in US.
Literally, they were played back to back that year. That's a hard call though. I'm gonna say it's a tie, although based off of charting it's easily BBB, at least in the US. Plus 'N Sync had the massive amounts of delusional teenage fans, much like OD and that 5 Seconds band has now.

'N Sync are very different from current boybands tho.
Oops. It is more remembered and was a bigger success worldwide. Bye Bye Bye was very local. To be honest, in my country not many people know about 'N Sync. People don't know Justin Timberlake came from a boyband.
