I think they have to count pre-order sales of the song. Just because someone pre-orders an album on iTunes doesn't guarantee they will buy it when it's released but the song sale would still be valid.

I think 200K pre-orders is a little too optimistic but it should sell 500K+

I think people are confused and think that album pre-orders don't count towards 1st week sales when they do.
