It's a comment that speaks to economic status more than race (particularly since Beyonce and Rihanna are both of African descent), but it's no different from calling Beyonce or her fans "ghetto".
Bottom line, Beyoncé fans get racist jokes worse than any group on this site. Maybe because she's a Black artist who insists on making Black music and people think that R&B music is beneath Pop music, maybe it's because her fanbase is largely Black...but if you think that calling a human being (particularly a baby) a monkey is comparable to a coconut joke, then I'm not sure what else there is to say.
