I know like restaurants and places that have a live band doing covers are supposed to pay licensing fees, but I wonder if anyone could be prevented from performing a song at a talent show or something? I'm guessing it would be a moot point since odds are nobody of any import would end up finding out about it until they had already performed it.
Talent shows and TV shows in general need permission before the performance and every artist has an asking price. Eminem for instance is super expensive and hard to be approved.

Yeah I knew TV shows had to pay which only make sense cuz networks are bringing in ad revenue by using those songs to draw in a national audience. Talent shows that offer free attendance, though, would those be in the same boat?
