Rihanna' also released over 40 singles and has a big headstart; keep that in mind.
Yeah, Katy can surpass her but like u said Rihanna already has that big headstart. Katy's on album 3, and Rihanna's on album 8. Rihanna's future songs would have to really start bombing for Katy to inch ahead like she did with Gags but I don't see that happening because there's still demand for Rihanna music.
I remember someone once said that the US was as fragmented as Europe is....which is not true because a big part of that fragmentation is the media, which is basically the same in all the US whereas in Europe each country has its own TV channels, newspapers, magazines, own celebrity culture, different languages, etc so it's a lot harder/more impressive to smash across Europe than in the States because the music has to translate across a variety of much more disparage cultures, requires more specific promotion and has more language barriers to face...but since the US is such a vast market it still has its own challenges and smashing there is impressive too.

Smashing in Asia is more impressive than both, but stars that were/are big there get called local (Mariah, Janet and Taylor)
I just have no idea why any non-stans of either would ever want to advocate for or take pleasure in the idea of Katy's success over Rihanna (unless they were Hive ofc).
