This happened last year with blackout cover. Compare this to that!
not really, Britney could have cared less about Blackout, during the current time she was in, so that cover we ALL had to deal with because Jive HAD to put something else. Remember she only had ONE real photocall for the album, so they probably didn't get much from it, and just decided to use that shot.
This one, she is more cooperative and seems to CARE about her CD this time, its just a shame she OK'd such a crappy/over-the-top photoshopped cover.
Cover is bad....mainly because of that cheesy font, and the star border....LMAO.
I actually prefer the Blackout cover over this....no lie....lol.
So many more wild things t hey could have done with the "Circus" cover....but oh well....lol. That fan-made cover posted on here was 10000000000000000x better....haha

They WON'T change the cover, everybody was pissed when BLCKT cover came... Did they change it? No, they didn't, so, they WILL NOT change it

Everyone is still going to buy it, there just disappointed given they could have done SO MUCH more with the theme and cover, thats all.... Blackout was a different era, she didn't really care about the album and Jive just wanted to rush it since practically the whole CD got leaked very early on with all the demos...
