I believe he was just trying to protect himself. He knew Zach was self destructing & Frankie needed to keep his image clean in front of Devin. He didn't want Devin to not trust him either, so he left Zach to fend for himself. In the end he ended up overplaying by campaigning so hard for Zach to go home, he should've just chilled.
