Bieber is reaching this point, a la Lindsay Lohan, where we are starting to associate him with his legal troubles more so than what got them to the limelight.
My vote is for Gaga, because when we do talk about her... it's related to her celebrity, image, music, tour, etc.
The one who got a Top 10 + Top 20 single + a #1 album in their last era. + on a sold out world tour + just made headlines for a 30 second clip of an unreleased video
Believe did better than ARTPOP in all aspects though.
Justin isn't relevant at all, hence why his last album flopped, why his last singles flopped as well.
He's getting attention from media, right, but it's for the wrong reasons. He's not relevant right now, so gaga.

ATRL lives in such a bubble. Both of these people are incredibly "relevant" and can't do anything without people making a fuss about it. Negative attention or not, it's still attention and people are still talking about them. Considering they are two of the only truly global popstars we have, they remain more relevant on a worldwide scale than most.
