I remember the interview on Ellen before TOTGA came out, the video release date was 11/11/11 and she said she hoped it would the sixth number one hit like the date.
And mess at you thinking the label controls her every move. It was her decision to release Uncle and Capitol supported it by booking like a dozen different promo spots for it.

But that was then and this is now. Katy has stated that she doesn't want to try to top Teenage Dream and she's not going to try either. That doesn't mean Captiol's going to release any old rubbish - they still want those sales - but they're more open to (relatively) riskier single choices, a la Unconditionally.
On topic, however, Birthday is the focus at the moment and we should be ploughing into its success, not what may or may not follow.
