True, but it 'belonged' to Spain. Just because a family rules over different countries doesn't mean that the possessions of one country are automatically the possessions of another (in fact in many cases you have internal wars in royal families and their various branches). The House of Habsburg was extremely powerful but the Holy Roman Empire and the Spanish Empire were not one.
