You're considered an adult at 18, versus a "grown adult" -- mid-20's and older.
It's just a colloquial phrase or saying; it's nothing officially recognized.

What madonnas said. Kids and suburban soccer moms buy Katy Perry's music. Put it this way, Oprah tweeted how much she loved "Roar." And who makes up Oprah's audience? Those suburban soccer moms... who buy Katy Perry's music for their kids and sends them to Katy Perry concerts with their friends. So is it really that big of a surprise that Katy Perry is a hit on Adult Contemporary? Not really.
