Some Latinos ARE black though.

For example people from Hispaniola (Dominican Republic and Haiti for people who don't know) are the SAME people because they come from the same lineage of ppl from Africa during the Middle Passage, they just happen to speak two different languages; French and Spanish. Dominicans are historically black.

'Latin' culture can somewhat be extended to Italy as Italians share the warmth and family values of Latin American cultures while generally having less of the pathological need for independence and emotional detachment of Western European cultures and their derivatives (US, Can, Aus, etc)

Excuse me again you dont know what you're talking about. There is a reason only part of her was painted. The photographer wanted her to tribute her culture by being "every african" therefore painting her darkest at the top and getting to her own shade as they went down and down.
