Plenty have songs smashed without videos, including Dark Horse (currently), Set Fire To The Rain, and even ET (which dethroned Born This Way without a video)

That's true, but it definitely would've benefitted a lot from a (
good) video. Bad Romance and Telephone certainly did. And I don't mean just streaming points--the videos created crazes around the songs that fueled sales and airplay, just like Wrecking Ball.
I'm not sure what the problem is... Gaga's image? Then how did Applause, a weirder and weaker song, manage to stay in the top 10 for months? Maybe people didn't like DWUW quite as much as we thought they would. It's a shame since it's one of my favorites ever and really screamed "huge hit" to me
And it did have a nice amount of promo, but it was quite messy overall. Applause's was all timely and consistent (the Kia commercial was on for weeks, meanwhile I never actually saw the Beats commercial). After the Voice performance, it hit #11 on iTunes again---so close, yet they did nothing to take advantage of its temporary popularity.
Oh well. In the end, I'm still happy I got one of her best songs ever AND the amazing Xtina remix
