if they weren't good enough for ARTPOP why should they be on ARTPOP Act II
If there's an act two it needs to be all new songs that are even better than Act I, or else there's no point
who says they weren't good enough? What if those songs didn't fit the concept she had in mind for volume I, there are various reasons why songs could be left out from albums!
