Right now she's at a peak because there's a lot of negative attention brought by Applause's underperforming, her trying to bring art into pop, and ARTPOP not being the genre-bending album that people were expecting. So yes it would appear that they love bashing artist who are receiving backlash.

If later in her career she achieves an even higher point of success than what she had achieved in the past, that would be her new peak. She's not at a peak right now.
