I think she's shooting all the videos to get it over with so when the era starts, she can focus on promotion and stuff, she is not like before, she is with child now so she must think of clearing her schedule the most she can to make time for her family in between a album release and tour, it's going to be intense for her at some point so she is preparing in advance, smart of her. Plus once all the videos are shot, i bet it'll be easier for her to really choose a single and release it.

What if she's really scared to release ?

I actually could understand. I would be scared to release too. Especially when you're so famous your music, which is something very personal, will get criticized everywhere, there's a lot of press on her to release too. It must be good you know.
