She clearly said Britney called her to tell her how much she like "We Can't Stop" and how wonderful she thought the video was, not to collaborate with her. I imagine everything came up later and of course Larry had to be involved, since he manages both of them. But the OP should edit the title, Spears didn't call Miley to be on her song.
