Maybe in the UK... but in the US, "Gypsy" is not a racial slur. At all.
MTV would've VERY WELL given Britney the same time slot. The thing is, Britney would NEVER perform on the VMAs for two minutes let alone how long JT performed.

I like that Gaga has kept her performance simple. That's why all the spotlight is on Miley though, not on ha.
It's probably better that Gags didn't try to shock the public. It would've made her look like 'the loser' of the night since nothing would've compared to a young girl rubbing her ass to a grown man and acting a fool anyway.
