The issue wasn't really radio, though. The sales (at least in the US) were really sluggish after the initial burst from the release. Paparazzi's sales peaked the week of the VMAs almost two months prior, it was more a case of the song being off-putting to people at first, I think. The video really turned the whole thing around.
