And we already know that the Billboard chart doesn't measure cultural impact (and there's no real system to monitor that sort of popularity - YouTube/VEVO comes close I suppose), and we also know radio hurt "Gangnam Style" and that's why it failed to get the #1. There's really no conspiracy theory here. If OMN was some random song by some random artist, then I would be more shocked, but this is Maroon 5. "Moves Like Jagger" and "Payphone" were huge radio hits, and radio feels the need to support them, even if it's for a song like OMN.

Payphone was a massive hit worldwide, One More Night wasn't as massive in as many countries. Waka Waka shows that worldwide success can do a LOT for a music video.
Youtube views mean nothing really. Rain Over Me was definitely in no way a bigger hit than Give Me Everything. On VEVO Beez in the Trap is only like 15 million views behind Starships.
One More Night is largely appealing to Adult Contemporary audiences, who probably don't use Youtube as much as much. Payphone also has Wiz Khalifa on, who's big on Youtube.

It would have been embarrassing for Maroon 5 to have been overcome by a foreign language speaker after the massive radio success their two previous single releases.
After all, radio spins are undeniably the most accurate portrayal of overall popularity. Fan bases can't meddle with those statistics after all, like they do with iTunes.
The Hot 100 might as well revert to being solely an airplay chart, since it is, after all, the truest barometer of success that we can possibly have.

You clearly haven't realized that regardless of the US, 'Rain Over me' was a worldwide hit, right?

You haven't realized either there are three 'Starships' lyric videos that total 109 million views? That plus the MV video views total 201 million views.

Lie, OMN is not even Top10 in Adult Contemporary, it's #1 in Adult Pop but Train is #4 in Adult Pop, and it's #24 in the Hot 100, so whatever.
As an 8-week chart topper, the song just can't have the views it has and it just can't be the exception of the year supposedly topping 'Gangnam Style' with 722,062,963 views.
