Gaga will last the longest because she has a supportive massive fan base.
Rihanna will come out on top with more Billboard hits because her label relies on heavily on the digital era. While that works now, it cannot work forever. Trends occur in music all the time. We will see another shift that will leave the digital aspects behind. So perhaps Rihanna will be remembered as one of the pioneers of the digital era. Without a true fan base, I don't see her support carrying over through time and change.
You really can't say "she's lasted 7 years" because she has put out an album for 7 years, relying on the quick and face pace climate of the industry today. Basically, her team lacks innovation.
Gaga + her team seem to be more business minded. That's why Gaga is seeing success as though she's been in music for true several years. Her fans will easily be able to adapt to new trends and times because of their support. I doubt she will have much trouble seeing success, though a few road bumps like always.
Both will last in some form or shape, but Rihanna's tactics haven't changed in seven years. Are they going to keep using it? That never works.

Gaga will be the ultimate winner because she has the type of obsessive fan base who will support her till the end of time, and 20 years down the road, even if she hasn't had a hit in years people will still come to her tours for the nostalgia factor (like all the big touring acts right now). I can't see people going to Rihanna shows 20 years from now like they go to Madonna shows.

I see Gaga lasting decades in the industry one way or another.
I don't see that with Rihanna. She's handicapped by not being a songwriter. That doesn't matter when you're a hot popstar, but it does when your star inevitably fades and the best songs go to whoever the latest 'it' girl is.

LOL at all haters acting like Gaga will never have a hit and she has fadded. People, do you realize that Gaga doesn't play safe. Her music on BTW (album) is extremly experimental. She even laughed in a radio interview when they told her that BTW(single) is radio-friendly. While The Queen of pop(Gaga) is experimenting, rihanna in the other hand, always plays safe with releasing commercial music and singles.
Gaga knew that BTW was risky. She released it so early in her career. And yes, it damaged her fame during 2011, but gave her respect, cultural impact and the most important- large loyal fan base. Yes, it would have been too easy for Gaga to release another great album like The Fame Monster, full with songs like Bad Romance, Alejandro, Poker Face.... but she pushes the ball higher and higher, while rihanna releases albums year after year and still can not get a #1 one.
Of course, to be relevant Gaga has to make some commercial music. If ARTPOP is full with songs like Just Dance, Poker Face, Bad Romance..she will be bigger even than she was back in 2009/2010. And she will have the GP in the palm of her hand again.

Rihanna is constantly making hits since 2005. Which act has? And Lady Gaga seems to write great music in every album and she has repeatedly said that she will stay. Hard to tell.

I honestly feel like these two will be the only ones still relevant ten years from now. Rihanna will continue to release music people want while Gaga will continue to tour the world. They have both proven that they are the two biggest female musicians on the planet.
Though of I must choose I have to go with Gaga simply because of the touring. Touring acts stay around for years and years.
Some of you just don't understand how unimportant a #1 single is these days. With single sales being the norm, songs come and go. Rihanna doesn't have anything other than singles to fall back on and that could hurt her in the future.
