And honestly, to me, the issue IS, more or less, government funding for financial aid. It has everything to do with funding for financial aid, being that I'm a young college student who can only go to college via financial aid.

Are you talking about grants or loans? Pell grants are like what, a few thousand dollars a year? Unless you're talking about loans, which have to be repaid anyways. Either way, I'm not a Romney fan, so i don't know what he has said on the matter, but it's highly unlikely that any government could take away financial aid to something as important as education.
The answer isn't government funding in either case because college costs are running rampant and crazy. College has officially become a business, where its presidents are paid millions of dollars a year (more than the actual president of the United States, mind you) and most of your tuition money goes into administration and pretty buildings.
